The Minsk Contact Group has a number of critical issues remain unresolved at the moment.

The lack of stated position on the implementation of the Set of Measures and the sabotage of the Minsk negotiating process demonstrate the absolute unwillingness of the Ukrainian side to resolve the conflict peacefully. The DPR and the LPR continue insisting on admission to high-risk facilities located on the territory temporarily controlled by Ukraine for the purpose of conducting inspection works. There are criminalization processes of state structures and society as a whole in Ukraine. This can be seen in the growing number of criminal chronicles in the Ukrainian media. At the same time, law enforcement officials are often involved in crimes.
