The law on a special status is the basis for a political settlement of the conflict in the Donbass. Its adoption is provided for by a Package of Measures signed by all parties to the negotiation process and supported by the UN Security Council. The expiration of the term of this Law jeopardises not only the political settlement of the conflict, but also the negotiation process as a whole.

On October 4, a regular meeting of the Contact Group on the peaceful settlement of the conflict in Donbass was held in Minsk. The agenda included issues related to the expiry of the Special Status Act, the preparation of prisoner exchanges, the observance of the ceasefire and the implementation of the Agreement on the separation of forces and means.
